Runtime governance for autonomous systems

Runtime governance is used here as a research term for the continuing relevance of governance while autonomous operations are underway, rather than only at design time or deployment approval.

Conceptual overviewResearch-groundedUpdated 18 October 2026

Governance questions do not disappear once an autonomous system starts operating.

Operating conditions, organisational responsibilities and mission context can change after deployment. Runtime governance research asks how oversight and accountability should remain meaningful during those changes.

This public overview intentionally does not prescribe a technical mechanism for achieving runtime governance. Different domains and systems may require materially different engineering, assurance and regulatory approaches.

What must remain clear during operation?

Context

How should changing operational context be reflected in governance discussions without assuming one universal technical model?

Responsibility

How can responsibility remain understandable when autonomous capabilities and operating conditions change?

Oversight

What forms of oversight remain meaningful during operation, and where do their limits lie?

Reviewability

What information should remain available so important operational events can be reviewed responsibly?

Runtime governance is not a claim of autonomous control or safety certification.

A governance concept may inform how organisations think about oversight, responsibility and review. It does not by itself establish how a vehicle, robot, aircraft, vessel or digital agent is controlled, nor does it replace system-specific safety engineering, regulatory approval or operational responsibility.

The concept travels; the implementation does not.
